Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are fought: positive announcements are delivered from various governments. Significant resources is devoted on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capability afforded by timely intelligence. From vantage locations, defense planes that had been scrambled to intercept incoming guided weapons flew past – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably provided by Western nations. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and further power outages.
Ongoing Risks
Following this, a heavy machine gun fired at a aerial vehicle close by, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and heating outages in many homes as a result of the evening attack. As typically, everyone still went about their day – living the war. But those entire period illustrated Ukraine's critical military reliance on Western support – a dependence that regional partners are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.
Political Considerations
It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through words or deeds, from believing that the current condition will not evolve additionally in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but avoiding a entire defensive failure until conditions improve in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
